Tasks and responsibilities

Responsibilities of the Canadian Armed Forces

The division of duties is set out in the Memorandum of Understanding signed by League National Headquarters and the Commanding Officer of the Canadian Junior Cadet and Ranger Program (CJCR). The MOU is available by following this link.

Generally speaking, the military partner is responsible for the supervision, training and administration of the cadets.

Responsibilities of the League

At the local level, the squadron’s sponsoring committee (SSC) is responsible for securing suitable premises for the squadron’s needs, managing the squadron’s finances and bank account, and fundraising to meet squadron needs not covered by the military partner.

At the regional level, the regional coordinator and his or her team of advisors ensure the smooth operation of the SSCs under his or her authority. The regional coordinator works in collaboration with the regional officers of the RCSU-E and the provincial office to ensure coordination of issues in his or her region. The provincial office will request the coordinator’s assistance in resolving certain problem cases (e.g., when an SSC chairperson fails to respond to calls or requests).

At the provincial level, the Board of Directors (“Board”) administers the affairs of the QOVPC and exercises all powers expressly reserved to it by law. The Board performs all acts necessary to achieve the objects pursued by the QOVPC, in accordance with the law, the letters patent, the requirements of the national office and the general by-laws, adopts new by-laws or amends them, if necessary, and adopts the resolutions required to achieve its mission. The Board leads the strategic direction of the QOVPC, establishes and manages the budget, and develops and maintains the by-laws, policies and other documents essential to the proper functioning of the organization. The Board is also responsible for hiring the Executive Director and making decisions regarding the hiring of employees.
